Afghanistan, Bhutan, Burundi, Cambodia, Central African Republic, Colombia, the Democratic People's Republic of Korea, El Salvador, Ethiopia, Iran, Libya, Liechtenstein, Niger, Rwanda, Swaziland, and the United Arab Emirates.
- 19 countries are yet to be signatories to the 1982 U.N. Convention on the Law of the Sea, namely:
Andorra, Azerbaijan, Ecuador, Eritrea, Holy See, Israel, Kazakhstan, Kyrgyzstan, Peru, San Marino, South Sudan, Syrian Arab Republic, Tajikistan, Timor-Leste, Turkey, Turkmenistan, Uzbekistan, Venezuela, and the United States.
