Phnom Penh Declaration on ASEAN: One Community, One Destiny

The Heads of State/Government of Brunei Darussalam, the Kingdom of Cambodia, the Republic of Indonesia, the Lao People’s Democratic Republic, Malaysia, the Republic of the Union of Myanmar, the Republic of the Philippines, the Republic of Singapore, the Kingdom of Thailand, and the Socialist Republic of Viet Nam, Member States of the Association of Southeast Asian Nations (ASEAN), gathered in Phnom Penh, on 3-4 April 2012, at the 20th ASEAN Summit.

They agreed to continue to uphold the collective commitments reflected in the Declaration on the Conduct of Parties in the East Sea (DOC) and the universally recognized principles of international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS), and to move for the eventual realization of a regional code of conduct (COC).
