The Guidelines are to guide the implementation of possible joint cooperative activities, measures and projects as provided for in the DOC.

On 23 June 2003, Representative of the Government of Socialist Republic of Viet Nam and representative of the Government of the Republic of Indonesia signed the agreement on the delimitation of the continental shelf boundary. The agreement came into force on 29 May 2007 by the exchange of instruments of ratification.

At the invitation of Premier Wen Jiabao of the State Council of the People's Republic of China, Prime Minister Nguyen Tan Dung of the Socialist Republic of Viet Nam paid an official visit to the People's Republic of China on 22-25 October 2008, and attended the Seventh Asia-Europe Meeting (ASEM 7).

At the invitation of Hu Jintao, General Secretary of the Central Committee of the Communist Party of China (CPC) and President of the People's Republic of China, Nong Duc Manh, General Secretary of the Central Committee of the Communist Party of Viet Nam (CPV), paid an official goodwill visit to the People's Republic of China between 30 May and 2 June 2008.

At the invitation of His Majesty Preah Bat Samdech Preah Boromneath NORODOM SIHAMONI, King of Cambodia, His Excellency Mr. NONG DUC MANH, Secretary General of the Central Committee of the Communist Party of Viet Nam paid a State Visit to the Kingdom of Cambodia from 17 to 19 December 2009.

The official friendship visit to the Lao People’s Democratic Republic by Party General Secretary and National Assembly Chairman Nguyen Phu Trong and his wife was brought to a successful end on June 22, 2011. The visit was made at the invitation of Lao Party General Secretary and President of the Lao People’s Democratic Republic Chummaly Sayasone and his wife.
