JOINT STATEMENT

1. At the invitation of His Majesty Preah Bat Samdech Preah Boromneath NORODOM SIHAMONI, King of Cambodia, His Excellency Mr. NONG DUC MANH, Secretary General of the Central Committee of the Communist Party of Viet Nam paid a State Visit to the Kingdom of Cambodia from 17 to 19 December 2009.
His Excellency Secretary General NONG DUC MANH and his high level delegation were cordially welcomed by His Majesty Preah Bat Samdech Preah Boromneath NORODOM SIHAMONI and other Cambodian dignitaries, reflecting the excellent bonds of friendship and cooperation between the two countries.
During the Royal Audience, His Majesty Preah Bat Samdech Preah Boromneath NORODOM SIHAMONI and His Excellency Mr. NONG DUC MANH had an extensive discussion and exchanged views on the bonds of solidarity, friendship and traditional cooperation between the Kingdom of Cambodia and the Socialist Republic of Viet Nam. His Majesty Preah Bat Samdech Preah Boromneath NORODOM SIHAMONI hosted a State Banquet in honour of His Excellency Mr. NONG DUC MANH and his high level delegation.
His Excellency Secretary General NONG DUC MANH also met with Samdech Akka Moha Thomma Pothisal CHEA SIM, Chairman of the Cambodian People’s Party (CPP) and President of the Senate, Samdech Akka Moha Ponhea Chakrei HENG SAMRIN, Honorary Chairman of the CPP and President of the National Assembly, Samdech Akka Moha Sena Padei Techo HUN SEN, Vice Chairman of the CPP and Prime Minister of the Kingdom of Cambodia; paid visits to His Holiness Buddhist Supreme Patriarch General Tep Vong, Buddhist Supreme Patriarch of Dhamma Mahanikaya and His Holiness Samdech Preah Abhisiri Sugandha Mahasangharajah Dhipati BOUR Kry, Great Supreme Patriarch of Dhammayuttikanikaya of the Kingdom of Cambodia.
His Excellency Secretary General Nong Duc Manh and Samdech Akka Moha Sena Padei Techo HUN SEN witnessed the signing of bilateral economic cooperation agreements in the fields of power sector, industry, mineral resources and water transport.
All the meetings took place in the most cordial atmosphere of traditional friendship and solidarity and in the spirit of mutual understanding and respect.
During his visit, His Excellency Secretary General NONG DUC MANH laid wreaths at the Independence Monument and at the Monument of Cambodia-Viet Nam Friendship, visited interesting economic and cultural centers in the Phnom Penh Capital and in the Preah Sihanouk Province. His Excellency Secretary General NONG DUC MANH also visited the Embassy of Viet Nam and met the Vietnamese community in Cambodia.
2. His Majesty Preah Bat Samdech Preah Boromneath NORODOM SIHAMONI and other Cambodian leaders highly appreciated the great significance of the State Visit to Cambodia of His Excellency Secretary General NONG DUC MANH and warmly praised the great achievements of historical signification by the People of Viet Nam during the cause of national building and safeguarding that had incessantly enhanced the role and position of the Socialist Republic of Viet Nam in the region and the world at large. They also believe that under the clear-sighted leadership of the Communist Party of Viet Nam, the Vietnamese People would continue to obtain new and greater achievements, successfully realizing the cause of industrialization and modernization.
His Majesty Preah Bat Samdech Preah Boromneath NORODOM SIHAMONI and other Cambodian leaders expressed their deep gratitude for the precious support and generous assistance provided by the Communist Party of Viet Nam, the Government and the people of Viet Nam to the Cambodian people in their cause of national liberation from the genocide regime, the rehabilitation and the development of the country.
3. His Excellency Secretary General NONG DUC MANH warmly congratulated and highly appreciated the great achievements of the Royal Government of Cambodia in the implementation of the Rectangular Strategy Policy which has brought high economic growth and advancement in all socio-economic sectors as seen today in Cambodia. His Excellency Secretary General NONG DUC MANH also expressed the belief that, under the judicious reign of His Majesty Preah Bat Samdech Preah Boromneath NORODOM SIHAMONI and the clear-sighted leadership of the Senate, the National Assembly and the Royal Government of Cambodia, the Cambodian people will continue to achieve greater successes in building an independent, neutral and prosperous nation.
His Excellency Secretary General NONG DUC MANH also expressed his deep gratitude for the precious support of His Majesty Preah Bat Samdech Preah Boromneath NORODOM SIHAMONI, Their Majesties King-Father Preah Bat Samdech Preah NORODOM SIHANOUK and Queen-Mother NORODOM MONINEATH SIHANOUK, the Royal Family, the Senate, the National Assembly, the Royal Government of Cambodia and the people of Cambodia to the people of Viet Nam in their struggle for the cause of liberation, unification in the past as well as in the current cause of renewal, national construction and development. His Excellency Secretary General NONG DUC MANH sincerely wishes His Majesty Preah Bat Samdech Preah Boromneath NORODOM SIHAMONI, King of Cambodia, Their Majesties King-Father Preah Bat Samdech Preah NORODOM SIHANOUK and Queen-Mother NORODOM MONINEATH SIHANOUK, the great friends of the people of Viet Nam, good health, longevity and happiness, contributing actively for the prosperity of the Kingdom of Cambodia and for the long lasting friendship between Cambodia and Viet Nam.
4. The two sides expressed their satisfaction with the excellent development of relations between the two countries and reaffirmed their determination to strengthen and expand the good neighbourly relations, traditional friendship, effective multi-disciplinary cooperation, on the basis of the principles enshrined in the Cambodia-Viet Nam Joint Communiqués in 1999 and 2005 i.e to respect each other’s independence, sovereignty and territorial integrity, the non-interference into each other’s internal affairs, the non-use of force or threat to use force, the non-allowance of any political and military force to use one’s territory against the other, cooperation on an equal basis and for mutual benefits, the settlement of all problems arising between the two countries through peaceful negotiations in the interests of the people of each country for peace, stability, cooperation and development in the region of Southeast Asia, in the spirit towards the ASEAN Community.
5. The two sides agreed to promote high-level meetings and contacts in order to enhance mutual understanding and trust, promote and facilitate favorable conditions for expanding dynamic cooperation between the legislative and executive branches, people’s organizations and local authorities of both countries, especially the authorities along the border of the two countries, encouraging friendly relations between the two peoples, particularly the young generations, and enhance their understanding of the traditional bonds of friendship and solidarity between Cambodia and Viet Nam.
6. The two sides reaffirmed the importance of economic cooperation between the two countries and highly appreciated the positive outcome of the Eleventh Meeting of the Cambodia-Viet Nam Joint Commission for Economic, Cultural, Scientific and Technological Cooperation held on 4 December 2009 in Preah Sihanouk Province. The two sides welcomed the recent signing of cooperation agreements, such as on the establishment of Cambodia Angkor Air, investment in rubber plantation, electricity connection from the border of Viet Nam to Phnom Penh, study project of hydro-power plant development in Cambodia, the construction of Road No. 78 from Banlung to O Yadav, the oil and gas exploration and on many other areas of mutual interests.
7. The two sides agreed to promote cooperation in combating trans-national crimes, illegal immigration, and reaffirmed their policy of not allowing any hostile force to use one country’s territory to threaten the security of the other; continuing the cooperation in searching, exhuming and repatriating remains of Viet Nam’s volunteer soldiers who sacrificed their lives in Cambodia.
8. The two sides reiterated their joint determination to complete the demarcation and abornment work for land boundary before the end of the year 2012 in order to transform the boundary line into a zone of peace, friendship, cooperation and sustainable development. They also reaffirmed their determination to maintain close cooperation in enhancing the awareness of the people living in the border areas on all the agreements concerning border affairs between the two countries.
The two sides agreed to task the Border Committees of the two countries to meet and start discussion on the delimitation of the sea border.
While waiting for the completion of delimitation of the sea border, the two sides agreed to expand cooperation in common patrol to secure stability on the sea border area between the two countries.
9. The two sides continue to create favourable conditions for fair treatment of their residents on each other’s territory as any other foreign residents in each country. The Vietnamese side highly appreciated the cooperation of the Royal Government of Cambodia in ensuring that the legitimate rights of Vietnamese residents to lead normal life and business like other foreign residents in Cambodia are respected.
10. The two sides agreed to strengthen the close cooperation among the three countries Cambodia-Laos-Viet Nam and other countries in building the Development Triangle area into a region of peace, security and prosperity; to promote cooperation among the three countries and other partners in the framework of Greater Mekong Sub-region (GMS), especially in the environment protection and effective utilization of the Mekong water resource; to cooperate with regional countries in building Southeast Asia into a region of peace, cooperation and prosperous development; to strengthen the collaboration at other international and regional fora.
11. The two sides expressed their satisfaction and highly appreciated the great success of the State Visit of His Excellency Secretary General NONG DUC MANH in the Kingdom of Cambodia, and considered it as a significant event in promoting solidarity, traditional friendship and comprehensive cooperation between Cambodia and Viet Nam.
12. His Excellency Secretary General NONG DUC MANH expressed his sincere thanks to His Majesty Preah Bat Samdech Preah Boromneath NORODOM SIHAMONI, King of Cambodia, and the people of Cambodia for their fraternal sentiments and warm hospitality extended to him and the high level delegation of Viet Nam.
His Excellency Mr. NONG DUC MANH, Secretary General of the Central Committee of the Communist Party of Viet Nam extended cordial invitations to His Majesty Preah Bat Samdech Preah Boromneath NORODOM SIHAMONI, Their Majesties King-Father Preah Bat Samdech Preah NORODOM SIHANOUK and Queen-Mother NORODOM MONINEATH SIHANOUK, and other leaders to pay state and official visits to Viet Nam at their convenient times. His Majesty Preah Bat Samdech Preah Boromneath NORODOM SIHAMONI, the King of Cambodia, and high level leaders of Cambodia expressed their heartfelt thank and accepted the invitations with pleasure.
