The official friendship visit to the Lao People’s Democratic Republic by Party General Secretary and National Assembly Chairman Nguyen Phu Trong and his wife was brought to a successful end on June 22, 2011. The visit was made at the invitation of Lao Party General Secretary and President of the Lao People’s Democratic Republic Chummaly Sayasone and his wife. After the visit, a Viet Nam-Laos joint statement is released as follows:
1. At the invitation of General Secretary of the Central Committee of the Lao People’s Revolutionary Party, President of the Lao People’s Democratic Republic Chummaly Sayasone and his wife, General Secretary of the Central Committee of the Communist Party of Viet Nam, Chairman of the National Assembly of the Socialist Republic of Viet Nam and his wife together with the senior delegation of Viet Nam have made an official visit to the Lao People’s Democratic Republic from June 20 to June 22, 2011.
General Secretary, National Assembly Chairman Nguyen Phu Trong and General Secretary, President of Laos Chummaly Sayasone had an important talk, in which they exchanged deeply about the traditional friendly relations, special solidarity and comprehensive co-operation between Viet Nam and Laos and the regional and international issues of mutual concern. General Secretary, National Assembly Chairman Nguyen Phu Trong had an audience with Chairman of Lao National Assembly Pany Yathotou, Prime Minister Thongsin Thammavong, Standing Vice-Chairman of the Lao Front for National Construction Tongdotho; he also called on former Party Chairman, former President Khamtay Xiphandon; attended and spoke at the first session of the Lao National Assembly, 7th legislature. General Secretary, President Chummaly Sayasone and his wife organised a banquet in honour of General Secretary, National Assembly Chairman Nguyen Phu Trong, his wife and the senior delegation of Viet Nam.
General Secretary, National Assembly Chairman Nguyen Phu Trong, his wife and the senior delegation of Viet Nam laid a wreath at the Memorial to Lao Heroes and Martyrs; received Chairman of the Laos-Viet Nam Friendship Association Phankham Viphavam and visited Xavannakhet province; met and had a cordial talk with the Vietnamese embassy staff, the General Consular, representatives of Vietnamese businesses and the Vietnamese community in Laos.
2. In an atmosphere permeated with friendship, special solidarity and mutual trust, General Secretary, National Assembly Chairman Nguyen Phu Trong and General Secretary, President Chummaly Sayasone highly valued and warmly welcomed the success of the 11th National Congress of the Communist Party of Viet Nam and the election of the National Assembly, 13th legislature, of the Socialist Republic of Viet Nam, the 9th National Congress of the Lao People’s Revolutionary Party and the election of the National Assembly, 7th legislature, of the Lao People’s Democratic Republic, continuing to take the revolutionary cause of the two Parties and countries as well as the Viet Nam-Laos special friendship to the new development stage. The two sides expressed their sincere thanks to the heartfelt, great, precious and effective support and assistance reserved to each other by the two Parties, two States and people through the revolutionary struggle, construction and development of each Party, of Viet Nam and Laos.
General Secretary, National Assembly Chairman Nguyen Phu Trong expressed his firm belief that under the clearsighted leadership of the Lao People’s Revolutionary Party, the fraternal Lao people will surely implement successfully the Resolution of the 9th National Congress of the Party, achieve the target to the year 2020, taking the country out of the underdeveloped state, building a powerful Laos, rich people, a harmonious and united, democratic, equal and civilized society, constantly raising the position of Laos in the region and the world.
General Secretary, President Chummaly Sayasone expressed his firm belief that under the clearsighted leadership of the Communist Party of Viet Nam, the fraternal Vietnamese people will surely implement successfully the Resolution of the 11th National Congress of the Communist Party of Viet Nam, continued to push ahead in a comprehensive manner the renovation work, develop fast and sustainably, achieve the target to the year 2020, building Viet Nam fundamentally into a moderness-oriented industrial country and in mid-21st century, into a modern industrial country, rich people, a powerful, democratic, equal and civilized country, firmly advancing towards socialism, constantly raising Viet Nam’s position in the region and the world.
3. The two sides are very glad and proud to see that together with the great achievements recorded by the people of the two countries, the traditional friendly relations, special solidarity and the comprehensive, close and reliable co-operation between Viet Nam and Laos fostered by President Ho Chi Minh, President Cayxon Phomvihan and the following generations of leaders of the two Parties, two States and the people of two countries have constantly been strengthened and developed in an ever deeper manner, achieving the important results in all fields; co-operation in politics, national defence, security and foreign relations continues to be further strengthened; cultural, educational, economic, scientific and technological co-operation continues to be ever more diverse with quality and effectiveness being raised higher; the co-operative relations and mutual help between the Party boards, ministries, branches, the commissions of the National Assemblies, mass organisations of the people and localities of the two countries have ever further expanded and been more practical.
The two sides once again reaffirmed the important, strategic significance and determination to forever protect and promote the Viet Nam-Laos traditional friendly relations, special solidarity and comprehensive co-operation in the new period, considering it the law of development, the important element to guarantee the success of the revolutionary cause in each country and the priceless treasure of the two Parties, two nations to be handed down to the future generations.
The two sides unanimously agreed to further push ahead the comprehensive relations and co-operation between Viet Nam and Laos on the basis of promoting the spirit of independence, sovereignty and the will of self-support, self-reliance, equal co-operation and mutual benefits, satisfactorily combining the speciality of Viet Nam-Laos relationship with international practices, for the prosperity of each country, for peace, stability, co-operation and development in Southeast Asia and the world.
4. The two sides unanimously agreed to enhance the meetings and contacts between the senior leaders of the two Parties and countries; promote the role of the existing co-operation mechanisms between the two Parties and the two countries; enhance the theoritical and practical exchanges concerning the renovation, build and protect their respective Fatherlands; expand the exchanges and co-operation and mutual help among the Party boards, ministries, branches, the National Assembly commissions, the mass organisations, the people’s organisations and localities between the two countries; accelerate the propaganda and educational work concerning the traditional, special relations between Viet Nam and Laos among the people of all strata, particularly the young generations of the two countries; popularize widely the products of the Historical Work of the Special Relations between Viet Nam and Laos among the cadres, Party members and the people of all strata of the two countries and international friends.
The two sides unanimously agreed to take the year 2012 as “the Year of Viet Nam-Laos Friendship and Solidarity” and co-ordinate to organise the activities to celebrate the 50th anniversary of establishing the diplomatic relations (1962-2012) and the 35th anniversary of signing the Co-operation Treaty (1977-2012) between Viet Nam and Laos.
5. The two sides unanimously agreed to expand and raise high the effectiveness and quality of the economic co-operation in a comprehensive way, on the basis of bringing into fullest play the potentials and position of strength of each country; highly value the results of the 33rd meeting of the intergovernmental commission between Viet Nam and Laos; combine closely to successfully implement the strategic agreement on the cultural, educational, economic, scientific and technological co-operation between the two countries in the 2011-2020 period, the Co-operation Agreement in the 2011-2015 period and the Co-operation Agreement in 2011; concentrate to co-operate to build a number of economic works with the role of connecting the economies of the two countries and the economies of the region and the world; strive to take the two-way trade turnover to reach USD 2 billion by 2015. The two sides lay special emphasis on the continuity of expanding and raising the quality of co-operation in the educational and training areas and resource development.
6. The two sides unanimously agreed to accelerate their co-operation in the fields of national defence and security, guarantee to maintain firmly the political stability and security in each country as well as in the two countries; co-ordinate to stop and guard against the organised crimes and the transnational crimes; continue to co-operate in searching, exhuming and repatriating the remains of the Vietnamese volunteer soldiers and experts who had laid down their lives in Laos; complete the project of renovating the border markers and make them thicker by the year 2014 and continue to build the border line of Viet Nam and Laos the one of peace, friendship, co-operation and all-round, sustainable and long-term development.
7. The two sides exchanged opinion and unanimously agreed on the regional and international issues of mutual concern; reaffirmed to continue to enhance the exchange of information and co-ordinate activities at the multilateral forums, particularly within the framework of ASEAN co-operation and the mechanisms of Subregion co-operation, in conformity with the interests of the two countries, making an active contribution to building a powerful ASEAN community, maintaining peace, stability, co-operation and development in the region and the world. The two side reaffirmed to together with Cambodia fully implement the agreement among the three Prime Ministers of the three countries concerning the Cambodia-Laos-Viet Nam development triangle.
Viet Nam supported Laos to soon join the World Trade Organisation, the Asia-Europe Meeting (ASEM) by 2012 as well as organising other international events in Laos. The two sides unanimously agreed to co-operate in maintaining, protecting and using the Mekong water source on the basis of guaranteeing the sustainable environment and development.
The two sides reaffirmed their wish to together with the concerned parties solve the East Sea issues by peaceful means, in conformity with international law, the UN Convention on the Law of the Sea in 1982 and the Declaration on the Conduct of Parties on the East Sea with a view to maintaining peace, stability and co-operation in the region.
8. The two sides highly valued the fruitful results and profound significance of the official visit to the Lao People’s Democratic Republic of General Secretary of the Central Committee of the Communist Party of Viet Nam, Chairman of the National Assembly of the Socialist Republic of Viet Nam Nguyen Phu Trong and his wife together with the senior delegation of Viet Nam, making a contribution to raising the traditional friendly relations, special solidarity and comprehensive co-operation of Viet Nam and Laos to a new height.
9. General Secretary, Chairman of the National Assembly Nguyen Phu Trong and his wife sincerely thanked the Party, the State and the Lao people, General Secretary, President Chummaly Sayasone and his wife for their ceremonious reception permeated with profound comradeship and brotherhood, manifesting vividly the close, faithful and pure relationship between the two Parties, two States and the people of Viet Nam and Laos.
General Secretary, National Assembly Chairman Nguyen Phu Trong and his wife invited with respect General Secretary, President Chummaly Sayasone and his wife, the senior leaders of the Party and State of Laos to make an official friendship visit to the Socialist Republic of Viet Nam soon. General Secretary, President Chummaly Sayssone and his wife sincerely thanked and accepted the invitation. The concrete time of the visit will be arranged through the diplomatic channel.
